It means that those with work experience in Job Categories O-Managerial, A- Professional and B Trade and Skilled occupation will be eligible to apply! You should act now! 

Canadian regulations are known to change fast!

It is still possible that despite that there are no limit in the number of applicants per occupation, that there will be an overall quota for the applications that they will receive in a given year. So you have to hurry! Start your application right now!
