Because of the pandemic Canada was not able to meet its desired Immigration levels which is why it is raising its immigration target for the next 3 years. The 2021 to 2023 immigration levels plan aims to welcome more immigrants at a rate of about 1% of the population of Canada; 401,000 permanent residents in 2021; 411,000 in 2022 and 421,000 in 2023. That is more than 1.Million new immigrants!
