New Pathways to Permanent Residence for Caregivers


During a neighborhood event in Ontario, the Minister of Immigration, Refugees and Citizenship announced Pilot programs to allow Caregivers in Canada to bring they family members and allow them easier access to become Permanent Residents.

Caregivers will have the flexibility to change jobs quickly. Moreover, under the new pilots, applicants will be assessed for permanent residence criteria before they begin working in Canada. 

Once the caregiver has their work permit and 2 years of work experience, they will have access to a direct pathway to become a permanent resident.

The new pilot programs will replace the Caring for Children and Caring for People with High Medical Needs pilots and include: Occupation-specific work permits for caregivers, providing the ability to change jobs quickly when necessary.

Open work permits for spouses/common-law partners and study permits for dependent children, to allow the caregiver’s family to accompany them to Canada. In addition, an Interim pathway that will give caregivers currently in Canada the chance o apply for PR Visa, will be launched and start accepting permanent residents visa application this March 4, 2019 until June 4, 2019, only a few months window to apply.

To qualify to apply under the Interim Pathway Caregiver in Canada must have at least 12 months of full-time work in Canada since November 30, 2014, Canadian experience as a: home child care provider, home support worker, or a mix of both, Caregiver work experience must have been gained while working in the Temporary Foreign Worker Program. Experience as a foster parent or housekeeper doesn’t count.
